The ERA Licensing Scheme sets out a published tariff per full-time (or equivalent) student by type of educational establishment, i.e. primary, secondary, further and higher education. Details of the costs applicable from 1 April 2011 are set out in Statutory Instrument 2011 No 159.

ERA has negotiated discounted licence fees with umbrella organisations representing large numbers of educational establishments. As a result some educational establishments may be covered by one centrally held blanket licence.
ERA negotiates blanket licences with individual LEAs in England and Wales and with the Convention of Scottish Local Author it es in Scotland. This means that all LAs are given the opportunity to purchase a blanket licence for all their schools at a substantially discounted rate. Where an LA chooses not to take out a blanket licence, schools are licensed individually at the current published tariff. Currently Haringey, Liverpool, Lambeth, Reading and Ceredigion LAs do not hold blanket licences and these schools are therefore licensed individually. All secondary schools and most primary schools when a blanket licence does not apply take out a licence individually.
Schools on Northern Ireland are licensed through a blanket licence held by the Southern Education and Library Board.
Independent schools are licensed individually at the current published tariff rate. Exceptions to this are schools in membership of the Scottish Council of Independent Schools (SCIS) and the Girls' Public Day School trust, all of which have a blanket licence agreement with ERA. FE Colleges in membership of the Association of Colleges, the Association of Scottish Colleges or the Association of Northern Ireland Colleges are licensed at a discounted rate negotiated with these organisations on behalf of their membership. Colleges not in membership of these organisations are licensed individually at the published tariff rate.
